Two days after the big patch of 12.11 on 8th June, Riot Games is addressing some of the outlier champions in that patch. As a result, the company is buffing and nerfing two champions each via a hotfix in LoL Patch 12.11b. While Kog’Maw and Ryze are getting buffed, Zeri and Olaf have been hit with a slew of nerfs by Riot.
LoL Patch 12.11 was rather big since it was a follow-up to the big and crucial Durability Update, which changed the course of League of Legends. As many as 27 champions were further changed in LoL Patch 12.11 and a few of them worked as intended but the others did not. Hence, Riot Games released a hotfix, LoL Patch 12.11b late on 9th June.
Lead designer on game balance Matt “Phroxzon” Leung-Harrison wrote, “12.11 was a huge patch, a few outliers, but we're feeling pretty good about how it landed overall. There are a few champs that we wanted to hotfix that had large changelists that were good directionally but hard to predict and moved more than desired.”
LoL Patch 12.11b Buffs
Kog’Maw
After LoL Patch 12.10 was dropped, Kog’Maw became a relevant attack-damage carry (ADC) again after the big Kog’Maw - Lulu meta. However, when LoL Patch 12.11 dropped, his win rate dropped heavily. As a result, Riot is trying to give back some of his firepower by buffing his W - Bio-Arcane Barrage.

Ryze
Ryze has been a champion who has always struggled to have a good win rate in League of Legends Solo Queue. In LoL Patch 12.11, he had one of the worst win rates of any mid-laners in the game with 43.12%, according to U.GG. Riot Games has buffed two of his spells with this hotfix patch.

LoL Patch 12.11b nerfs Olaf and Zeri
As you know, Olaf was recently given a mid-scope update to bring him back into the meta, making him a viable top laner as well as a jungler. Meanwhile, in the previous patch, Zeri also received drastic changes aimed at nerfing her mobility and utility, increasing her overall damage output, and reducing cooldowns. In this hotfix LoL Patch 12.11b, both these champions are receiving some minor power trimmings.
