Riot Games went all out with its LoL Patch 12.10 Durability Update bringing a plethora of changes to all champions in League of Legends as well as nerfing the healing, shielding, and sustain in the game. Additionally, vital stats including health, magic resistance, and armor have been boosted for champions. In LoL Patch 12.10b, a total of 12 champions underwent further nerfs and buffs.
Lead designer on game balance Matt “Phroxzon” Leung-Harrison stated that the mid-patch targeted champions that have risen and fallen significantly since the release of LoL Patch 12.10. “This means that champions who are already outside our bounds but didn't change (eg. Ryze) are more likely to be addressed in 12.11 than this hotfix.”
On 1st June, revealing the preview of LoL Patch 12.11, Phroxzon wrote, “Massive patch. Super proud of the team and helpers for rallying together to get everything in. We're being careful to not undo what we just did and are doing our best to maintain item choice, champion feel, identity, role balance, etc. A lot of work to still be done :)”
With this, Phroxzon shared two images – one of all the system changes including nerfs, buffs, and adjustments, and a second one to showcase the nerfs and buffs for champions in LoL Patch 12.11.
System Buffs in LoL Patch 12.11
Riot Games stated that Ability Power (AP) Mythic Items including Crown of the Shattered Queen, Hextech Rocketbelt, and Night Harvester are undergoing rebalancing.
Meanwhile, Goredrinker, Duskblade of Draktharr, Eclipse, Prowler’s Claw, Axiom Arc, and Serpent’s Fang have been over nerfed or have low damage output on assassins, opined Riot and hence the developers are bringing back some power to these items.
Sterak’s Gage, Blade of the Ruined King, and many tank items are being buffed. The tank items are as follows:

LoL Patch 12.11: System nerfs
If you had been following the Mid-Season Invitational (MSI) 2022, you must have noticed that junglers and top laners were prioritizing Umbral Glaive to play around with the enemy team’s vision. Riot Games is targeting this and Phroxzon said, “Item is denying a tad too much vision.”
Apart from this, Riot is nerfing the sustained damage on AP Mythic Items including Everfrost, Liandry's Anguish, and Riftmaker.

Lethal Tempo
Kraken Slayer
Mainly, Riot is also toning down the damage dished out by the Outer towers in League of Legends.
Grievous Wounds have been adjusted again. Now the stats will read 25/40% and the patch preview stated, “Items compensated appropriately ∼power neutral.”
Champion Adjustments
The only two champions receiving significant adjustments in LoL Patch 12.11 are Fizz and Zeri. The adjustments for Zeri are aimed toward nerfing her mobility and utility but simultaneously increasing her overall damage output and reducing cooldowns.
Principal Champion Designer August “August” Browning wrote on Twitter, “These are the Zeri buffs we're going with for next patch. Reducing utility and high-end mobility in exchange for more damage, lower CD's, and W critting through walls!”
Meanwhile, the details of Fizz’s changes have not been listed yet.

Phroxzon added, “Champions that narrowly missed the cut: Janna, Singed, Trundle, Shyvana, Mordekaiser, Ivern, Renekton, Soraka, Alistar. These champions were borderline, but are either affected by other changes in the patch or just missed per the champion balance framework.”
LoL Patch 12.11 is hitting the Public Beta Environment (PBE) and according to the official patch schedule, it is slated to go live on 8th June.
