Go into Device Manager
Go to Disk Drives
Select the SSD that you're installing Starfield on
Go to Properties
Go to the policies tab and click on 'Enable write caching on the device'. Then disable it once done installing. This works for all Steam and Xbox games that download/unpack slowly.
You should also close all other background processes when you do this to ensure your PC allocates all available resources to the unpacking process.
