You will need to use the rafters and head to the top of the room where you will find a lift. Once you find the two spoked wooden wheels, stand on the one where the spokes are all intact. Once you get past the bridge you will find a house that has a ladder you can climb down from. You will find this weapon in a chest at the end of the street.
