Make sure that you enter the code while you are in the main menu before entering into any of the game's options. Once the code is entered, you will hear 8-bit music, indicating that you have successfully entered the Konami Code. you will then find the Vic Viper Charm in your inventory. Also, note that you need to get the timing right; entering it too fast or slow might not get you the results you wanted. Thankfully, there is no limit to the number of times you can attempt it.
Pre-requisites to Remember Before Entering the Code
For the Konami code to work, you need to meet the following requirements:
You must own the Silent Hill DLC which is when this ester egg was added to the game.
You need to own Pyramid Head the executioner or Cherly Mason, the survivor.
Either of these two needs to be present in the lobby, which means you need to equip Cheryl as your last survivor which will be indicated by her sitting on the log beside the campfire in the lobby.
If you do not have Cheryl, you can choose to equip Pyramid Head who will be in the foreground on the same lobby.
