LoL Patch 13.14 which was released on 19th July was a huge hit in the community and Riot Games is trying to hit some more balance changes in the next update cycle. LoL Patch 13.15 will be a continuation of the huge 2023 Summer Event titled Soul Fighter and players are ecstatic to have the featured game mode, Arena, around for some more time. In LoL Patch 13.15, Riot Games will be fine-tuning summon champions (Annie, Heimerdinger, Yorick) and also reducing the effectiveness of the summoner spell Smite on them.
Lead Designer: League Balance Team & Preseason Matt Leung-Harrison aka Riot Phroxzon stated on Twitter, “We're still getting fine tuning on the summon champion changes, but the intent is to reduce the effectiveness of smite on them and decrease their durability respectively. Meaning that instead of only junglers being able to deal with the pets, most champs will.”
Players should note that Riot Games is doubling down on its mission to control and nerf strong picks in this current meta including Kai’Sa, Ivern, Maokai, Aatrox, and others. Here’s a list of all the champions, systems, and other items that are undergoing changes in LoL Patch 13.15.
Champion Buffs and Nerfs in LoL Patch 13.15
Here are the champions who are getting buffs in this upcoming patch:

The nerfs are directed at the following champions:
Aatrox
Ivern
Kai’Sa
Maokai
Sejuani
Shyvana
For champion adjustments, Riot Games is focusing on champion summons – Annie’s Tibbers, Heimderdinger’s H-28Q Apex Turrets, and Yorick’s Maiden. All three will have their armor, magic resistance, and base health tweaked.
Meanwhile, the system nerfs are directed at the following:

Night Harvester
Smite on Champion Pets
Riot Games is completely changing the way Smite is used on champion pets and summons. For example, with the current slated changes in LoL Patch 13.15, junglers with Smite can no longer one-shot champion pets/summons like Tibbers, and Maiden. For example, a jungler will no longer rotate to the top lane to kill the enemy Yorick’s summon.
Additionally, in LoL Patch 13.15, the other Soul Fighter skins are all set to arrive. In this patch, Evelynn, Gwen, Jhin, Shaco, and Viego will receive the new Soul Fighter variants and there will also be a Prestige edition for Shaco’s skin.
Notably, LoL Patch 13.15 will be rolled out on 2nd August and these above-mentioned balance changes are currently being tested on the public beta environment (PBE).

Oceania: 10 am AEST
North America: 3 am PT
Europe West: 5 am GMT
Europe Nordic and East: 3 am CET
South Korea: 8 am KR
The game will also be down for a while for maintenance before the patching begins.
