Escape from Tarkov has numerous quests which make up a large part of the game. While some just require you to pick stuff up for certain traders, others need you to kill other operators or mark vehicles or perform other tasks. Quests in Tarkov help players gain more EXP faster and also reputation points with traders.
The Informed Means Armed is one such quest given by trader Alexander Fyodorovich Kiselyov, known by his alias "Skier." It is a is a completion-type task and you need to be at least level 24 to start it.

Informed Means Armed Quest Guide
As mentioned earlier, you need to be at least level 24 to begin this quest. This is a completion task given by Skier and takes place on three locations, namely Interchange, Woods, and Customs. This quest is also necessary for the Kappa Container.
The quest dialogue says that Skier wants to stay informed about what's happening in the area to have a peace of mind. He adds, "I’ll give you a hint of some shady spots where I’d like you to install some smart cams. So, I want surveilance over three areas: the road to port on Customs - stash it somewhere in the bushes near the blue containers, the other cam should be placed near the pier at the sawmill in the Woods - stash it right onto the wooden planks, and the last cam has to watch the Kiba store entrance, it's in the ULTRA mall." He adds that the cameras can be found at Mechanic’s.
Naturally, the objectives of the Informed Means Armed quest are as follows:
Install a WI-FI camera to watch the sawmill dock on Woods
Install a WI-FI camera to watch the road to the port on Customs
Install a WI-FI camera to watch the Kiba Arms store entrance on Interchange

Where To Plant the Cameras for Informed Means Armed Quest?
On Customs, you need to place the camera in a bush near the sniper roadblock exit. The second camera has to be planted near the pier on a pile of wood in Woods. The last and final camera needs to be placed on top of a box in the "Brutal" Store on Interchange. Keep in mind that boss Killa will spawn inside and around the store and hence exercise caution. Additionally, placing the cameras requires you to be stationary for 20 seconds at each location.
