The Combat Engineer Toolbox can be found between Oganikku Farms and Tsuki Castle in Ashika Island. Retrieving the loot can be risky as there is a possible SAM site between the farms and the castle and you need to be careful when you make your way to find the toolbox.

There will be plenty of AI combatants that you need to fight so make sure that you come prepared with sufficient gear. The spawn location of the toolbox can vary depending on whether the two buildings between the castle and the farms are part of a SAM site or not.
