Paper can be found in chests in villages, shipwrecks, and strongholds. In Bedrock Edition, novice-level librarian and cartographer villagers will trade you 24 units of paper for an emerald. If you want to make paper, you’ll need three units of sugarcane to produce three units of paper.

Sugarcane is usually found along riverbanks and beaches but it grows throughout the Overworld.

You can also plant sugarcane and grow it in a variety of blocks adjacent to water or waterlogged blocks:

• Grass block

• Dirt

• Coarse dirt

• Rooted dirt

• Podzol

• Mycelium

• Sand

• Red sand

• Moss block

• Mud 

In the Bedrock Edition, bone meal can be used to instantly grow sugar cane to three blocks. Only one bone meal is consumed. Unfortunately, this doesn’t work in the Java edition.
