Mark “Scruffy” Yetter, Lead Gameplay Designer for League of Legends, revealed balance changes for the upcoming patch 10.13. Syndra, Aphelios and Yuumi are some of the champions on the nerf list.
Buffed champions

The buff to Lucian makes sense, considering he has one of the lowest avg. winrates for an ADC at 46.26%. Riot decided to buff Nocturne Jungle by giving him double cooldown reduction on his passive, Umbra Blades when he hits monsters now. This will increase his clear speed, making for a quicker gank with 6.

Yuumi has been one of the top 3 most picked supports for almost 4 patches now. Riot might be lowering her damage and heal ratios a bit, considering how often she is used in competitive play. She is able to empower a fed hyper carry, making her quite OP.
Both Kalista and Aphelios are popular in both solo queue and pro play. Kalista has been one of the most popular flex champions in pro games seen in several games. Aphelios’ is still a Tier 1 ADC despite nerfs in previous patches.
The Patch 10.13 changes are tentative and may change going live on servers.
