If there’s one factor we look for when choosing Pokémon in Pokémon Go, it is Combat Power (CP). It is an aggregate statistic in-game which measures how powerful a Pokémon is. Though it’s not perfect, it’s a simple way to know which species are strong and which aren’t.
Every Pokémon comes with a CP you can increase by leveling up the Pokémon, but some pocket monsters naturally have a higher CP than others

As of 2023, the highest attainable Combat Power in Pokémon Go is 6,672, which belongs to Primal Kyogre and Primal Groudon. However, it’s important to remember that these forms are not permanent, and the CP buffs will vanish right after the battle ends. Here’s a list of the actual top 5 non-mega evolved CP Pokémon –
5. Zekrom – 4,565 CP
Coming from Unova, Pokémon White’s mascot is one of the strongest Pokémon in the game. With a maximum CP ceiling of 4565, Zekrom is a force to be reckoned with. Using the moveset of Dragon Breath and Wild Charge, it can deal over 19 damage per second and is a huge asset for any trainer’s arsenal.
4. Kyogre and Groudon – 4,652 CP
Generation III’s iconic duo, Kygogre, and Groudon, have the fourth-highest CP in the game, capped at 4652. Both have the same base stats. Ranked 22 and 28, respectively, for their defense and attack stats, they are the perfect addition to anyone’s team.
3. Mewtwo – 4,724 CP
If you’re a Pokémon Go veteran, you won’t be surprised to see Mewtwo in the third spot. It’s one of the best attackers since the game’s inception, with a max CP of 4724. If the defense and stamina stats were any higher, the Kanto boss would’ve definitely been overpowered for the game. However, it’s still a strong choice and hits hard for any raid battle.
2. Regigigas – 4,913 CP
Regigigas made its debut back in October 2019 via a one-off Special Research story vent. The special event cost $7.99 USD to purchase, but the Pokémon was available in EX Raids in the following month.
Regigigas has some of the most impressive attacking stats and is complemented by incredible defense and stamina stats.
1. Slaking – 5,010 CP
You probably thought that one of the many Legendaries in Pokémon Go would have the highest CP, but that honor goes to Slaking. This giant can reach a maximum of 5010 CP, just 23 above the second highest.
However, Slaking is severely held back in battles since its only Quick move is Yawn, which does 0 damage and gives only 8.8 energy recharge per second.
