To craft Legendary items in the Last Epoch, complete the Temporal Sanctum Dungeon first. Within this dungeon, there’s an Eternity Canche, which can be used to craft Legendary items. Here’s what you’ll need to craft these items -

An Exalted Item with 4 Affixes
Keep in mind the items must be of the same type as well. Once you’ve collected all the items, you must put them inside the Eternity Cache and lock the cache. The gear you’ll receive from the Eternity Cache will basically be a combined version of the two you put in. You’ll get the Unique item combined with Affixes on the Exalted item. So it’s crucial that you put in items in the game that suit your build.
The Legendary items you unlock through the Eternity Cache will be incredibly strong. You can further add to the strength of these weapons by finishing higher-level dungeons. The Unique items you can unlock from higher-level dungeons are better and even stronger. You will also receive unique items from Story Missions, but they won’t have the Legendary potential. An item without Legendary Potential can’t be put inside the Eternity Cache.

Legendary Potential is a type of stat found on Unique pieces of gear and indicates the number of affixes carried over from the Exalted gear piece, which is used to craft a Legendary gear piece. This stat ranges between 1 and 4 and correlates to the number of affixes that have been taken from the Exalted item and added to the Legendary item.
