With a brand-new perk system in Modern Warfare 3, it seems like Activision has completely removed all of the old perks and changed them with gloves, boots, gear, and vests, and Overkill isn't anywhere to be found.

Modern Warfare 3: Can You Get the Overkill Perk?
Not only does the Overkill perk allow you to wield two primary weapons, but it also improves your reload speed.
The Overkill perk isn't directly available in the game, but you can get the same advantages by getting the Gunner or Overkill Vest in MW3. The Gunner Vest is one of four special Vest Perks you can obtain in the game, the others being the Infantry Vest, Demolition Vest, and Engineer Vest.
After you equip the Gunner Vest, you will see an additional slot open for the primary weapon in the Vest customization section. You can now choose two primary weapons that will be available to use right from the moment a match starts until it ends. The Gunner Vest in MW3 also provides you with an improved reload speed and maximum ammo at the start. It's a great choice if you have an aggressive playstyle.
Modern Warfare 3: How to Get Gunner & Overkill Vest?
It’s quite simple to unlock Gunner Vest and Overkill Vest in MW3. If you want to unlock the Overkill Vest and use the Overkill perk, you will need to reach player level 20. Playing matches and performing well can earn you experience, but you can maximize your XP gains by doing three daily missions, too. Once the unlock donation has been fulfilled, you can find the Gunner Vest under the ‘Vest Perks’ section.
Similarly, you can unlock Overkill Vest by reaching player level 50. However, it’s important to remember that, unlike the Gunner Vest, the Overkill Vest won’t give you an increased reload speed. So, if you’re looking for the complete benefits of the Overkill perk, go with Gunner Vest.
