The Counter-Strike 2 (CS2) Worskshop tools can be downloaded for free in case you want to make workshop automs. Unlike Counter-Strike: Global Offensive’s (CS:GO) Authoring Tools that required players to purchase CS:GO prior to 2018 or own Prime status, the new Workshop Tools for CS2 are completely free to use. How to install Counter-Strike 2 Workshop Tools
Right click Counter-Strike 2 in your Steam Library, and choose "Properties..." from the drop-down menu.

If you don't see the tools under DLC tab, relaunch Steam. There's a pending update that needs to be installed for the DLC to show up.
