It looks like ESL is opening up more opportunities for aspiring SEA teams with their new tournament, the ESL SEA Championship.
The tournament is focussed on developing the grassroots levels of the Southeast Asian Dota 2 scene, featuring a $20,000 Prize Pool as well as a spot in the SEA regional qualifiers for the upcoming ESL One Birmingham 2020.
4 teams will be directly invited to this tournament, while 4 spots will be filled up by Open Qualifiers.

We will likely not see Tier 1 SEA teams like Fnatic or TNC Predator compete in this tournament. Hence the competition for this event will likely be intense and relatively even.
